Consultation on a new subsidy scheme for hydrogen hubs

A new subsidy scheme will support the development of hydrogen energy hubs (hydrogen hubs). The scheme is aimed at companies that want to decarbonise using hydrogen, even if connection to the national hydrogen network is not yet possible. The budget for this scheme is provided by GroenvermogenNL. Companies can provide input on the design of the scheme until 30 January 2026 through a public consultation organised by the Netherlands Enterprise Agency (RVO) and the Ministry of Climate and Green Growth.

The new scheme is based on the existing OWE subsidy scheme, which supports large-scale production of renewable hydrogen through electrolysis. While OWE focuses on production, the new scheme also offers support for the transport, storage and use of hydrogen.

What is a hydrogen hub?

A hydrogen hub is a defined location where the production, transport, storage and use of hydrogen come together. The scheme sets requirements for the design of a hub, including its capacity (up to 15 MW), location and the type of users involved.

Who is the scheme for?

The subsidy is intended for consortia of companies that jointly want to develop a hydrogen hub. Such a hub can support decarbonisation at locations affected by grid congestion and offers opportunities for learning and scaling up within the hydrogen economy.

Provide input via the public consultation

Through the public consultation, RVO and the Ministry collect feedback on the proposed design of the scheme. This helps ensure that the subsidy is practical and effective. The consultation also provides insight into the level of interest and the expected subsidy amount per project.
