Scaling up groundbreaking developments

Our scaling-up programme is designed to jump-start both new and ongoing hydrogen (electrolyser) projects using targeted schemes. We are driving the rapid scale-up of green hydrogen production, as well as the industrial production of green hydrogen production equipment. We are also developing a national facility for testing the endurance of green hydrogen equipment. In this way, we are helping industry to test (including endurance testing) and verify the functionality of innovations.

Around €500 million in funding has been earmarked for GroenvermogenNL’s scaling-up programme. We allocate these funds in four different ways:

1. Climate-Neutral Economy Manufacturing Investment Subsidy (IMKE)

This scheme supports the manufacturing sector by boosting the earning capacity of new businesses that manufacture equipment for green hydrogen production. The scheme involved €148 million in total funding and was open until January 31. This was allocated as follows: €20 million for batteries, €100 million for electrolysers, and €28 million for solar panels. The Netherlands Enterprise Agency (RVO) is responsible for managing the IMKE scheme.

2. Chain innovation schemes

The VEKI scheme (Accelerated climate investments industry scheme) is designed to support scaling-up within the chain. While the OWE (Subsidy scheme for the large-scale production of completely renewable hydrogen using an electrolyser), IPCEI (Important Project of Common European Interest) and SDE++ (Stimulation of Sustainable Energy Production and Climate Transition) schemes primarily subsidise green hydrogen production, VEKI focuses on additional funding for its transport, storage, and industrial use. This approach boosts the whole chain and creates avenues for learning at every stage.

3. STUDI: Waterstof en groene chemie (GroenvermogenNL)

The renewed subsidy scheme STUDI: Hydrogen and Green Chemistry (GroenvermogenNL) was previously known as the TSE Industry Studies programme. Through this scheme, GroenvermogenNL supports studies that contribute to the development and scaling of innovative solutions for green hydrogen and green chemistry. 

The available budget is €10 million, with a maximum subsidy amount of €4 million per project. The scheme is open from 18 May 2026 until 31 March 2027. 

The subsidy is intended for studies that prepare innovation and scale-up projects aimed at reducing CO₂ emissions in industrial processes at low cost. Eligible activities include:

• feasibility studies in preparation for pilot projects;
• environmental studies in preparation for demonstration projects or fully developed technologies;
• comparable studies that do not fall under environmental studies. 

 Eligible topics include the production, storage, transport and application of green hydrogen and green chemistry solutions. Through this scheme, GroenvermogenNL stimulates the preparation of innovative projects that contribute to the development of the hydrogen economy in the Netherlands.

4. A national facility for testing the endurance of green hydrogen equipment

We commissioned a study into an endurance testing facility for businesses and research institutions. Preparations are currently underway for the establishment of this testing facility. This testing facility will be used to conduct endurance tests on green hydrogen production equipment, for systems with capacities of 1 to 10 MW. During the final stage of the ‘Valley of Death’ (innovation gap) for innovations, testing is critical when the manufacturer deems their equipment fit for sale, yet industrial users need confirmation that it will work seamlessly and reliably under normal operating conditions. These tests also provide an opportunity for equipment certification.

5. A scheme for hydrogen hubs

We expect to open the new OWE Hydrogen Hubs call in September 2026. Through this call, we aim to stimulate smaller-scale upscaling across the entire value chain in and around energy hubs. Read more about hydrogen hubs on the RVO website.
