New cooperation between TNO and GroenvermogenNL for green hydrogen innovation and upscaling

TNO and GroenvermogenNL will cooperate on green hydrogen. The two signed an agreement to this end on 6 February 2025, marking the start of a multi-year programme aimed at accelerating innovation and the scaling up of electrolysis for green hydrogen production. As a result there is now an open innovation centre where long-term testing on electrolysers can be conducted.

TNO and GroenvermogenNL’s programme comprises both testing facilities as well as organisational power. It aims to accelerate innovation and scale up the production of green hydrogen. An important point of departure is removing risks that impede the large-scale implementation of electrolysis in the Netherlands. This concerns bottlenecks related to business economics and technology. TNO and GroenvermogenNL both already have major green hydrogen programmes. This cooperation is a unique approach in Europe and can provide an important boost to the Dutch business community.

“This cooperation marks an important step towards innovation in green hydrogen technology. By combining our innovative strengths as well as optimising testing facilities, we can create an open innovation programme that really impacts the energy transition. Together, we can provide a powerful stimulus to upscaling electrolysis.”

Joint Programme for Innovation in Electrolysis

The programme’s main points are:

  • Bringing the hydrogen supply chain together
  • Combining the testing facilities’ strengths at every step of the equipment development process
  • Contributing to the development and implementation of standards, protocols and benchmarks
  • Accelerating progress through the communal learning curve using advanced analyses, data analysis and machine learning
  • Monitoring and evaluating the pilot systems’ performance.

“This cooperation aims to reinforce the Dutch position in the field of electrolysis, ensuring that innovations actually make the transition to daily practice by means of upscaling. We connect facilities, value chains and the Netherlands’ strengths such as its manufacturing industry, the chemical cluster and offshore hydrogen opportunities. This will create an internationally unique innovation hub in the Netherlands that will be appealing and accessible to end users, manufacturers and component suppliers alike, now and in the future.”
