Together, we’re spearheading the push for green hydrogen in the Netherlands.
GroenvermogenNL was launched in 2021 and will run until 2030. The programme is a joint initiative by three top sectors: Holland High Tech, ChemistryNL, and Energy Innovation NL. We are allocating the €838 million budget from the National Growth Fund to research, pilot, and demonstration projects, and a Human Capital Agenda.

Our ambition: a sustainable future
Our ambition is to secure a sustainable future for the Netherlands, ensuring its economic strength through the widespread adoption of green hydrogen. To this end, it is vital for us to reduce the cost of green hydrogen, speed up its adoption, and scale up production. At the same time, industry needs a viable business case and the ability to test the technologies involved. To address this, we are developing a national innovation ecosystem for the production and application of hydrogen. We are also developing a labour market equipped to support the transition to a green hydrogen economy.

GroenvermogenNL is a comprehensive programme designed to link all the building blocks of the transition. We are working to expand an established national ecosystem that includes companies and knowledge institutions involved in the energy, chemical, and manufacturing sectors. We have stepped into a coordinating role and are developing smart solutions to better exploit all available knowledge and expertise. We invite companies and knowledge institutions in these sectors to join forces around a common theme, within robust consortiums.
To bolster the ecosystem and ensure the Netherlands remains among Europe’s frontrunners, we are focusing on:
- Research & development: the coordination of research and innovation
- Pilot projects and small-scale demonstrations: the implementation of hydrogen projects on a more modest scale.
- Scaling up: the large-scale implementation of hydrogen projects
- Human Capital Agenda: to ensure a well trained and adequately large workforce
GroenvermogenNL: a comprehensive programme
The various components of GroenvermogenNL support, nurture, and complement one another. In this way, we ensure that new insights from R&D projects are effectively applied in scaling-up and acceleration initiatives, and that there are enough skilled workers to swiftly implement this new know-how in the workplace.

Guidelines for renewable hydrogen
Is it green or renewable hydrogen? We describe it as green. The European Commission refers to it as renewable. The European Commission has specified exactly what this entails, in the Renewable Energy Directive (RED III).
