Background
The university is responsible for fulfilling the regional liaison function and for compiling the Regional Roadmap for the North Holland/Amsterdam Metropolitan (MRA) region.
The Regional Liaisons and Learning Communities for GroenvermogenNL pilot programme interprets the first phase of work stream 2 ‘Realisation and upscaling of Learning Communities and regional mobilisation’ and work stream 3 ‘National Knowledge Platform for knowledge exchange and training opportunities’. The interpretation of these work streams will be established in mutual cohesion and regional cooperation.
Objective
A Regional Roadmap will be compiled for each region under the leadership of the Regional Liaison, to include an analysis and initial development of regional consortia and activities. This Roadmap underpins the multi-year capacity for this liaison function and the proposed activities for Learning Communities. These Roadmaps are also inputs for the individual components of the multi-year HCA programme.
Approach and actions
The North Holland/MRA region has major ambitions for HCA GroenvermogenNL, from Den Helder, the North Sea Canal area, the Port of Amsterdam to the Zaan region, Schiphol and the Amsterdam Metropolitan region. The North Holland/MRA region liaison team has since held initial discussions with most of the relevant parties in the region. Implementation of the proposal will be further interpreted by means of supplementary discussions, co-creation sessions, roundtable discussions and interviews. Identified parties are eager to be involved in the process of developing a roadmap for HCA.
The topics in the Roadmap have both a quantitative (pillar 1) and qualitative (pillar 2) nature. At its heart, the process leading to a supported Regional Roadmap has three main activities: 1) Research and description, 2) Mobilisation of the region and 3) Organising commitment.
Intended results
- A supported, developed Regional Roadmap to interpret the six main topics
- A described and equipped liaison function suitable for the duration of the programme
- A robust regional consortium that is prepared to invest in the ambitions of HCA GroenvermogenNL
- Identified parties and partnerships that are prepared to devise appealing proposals (regional mobilisation)
- Commitment of relevant parties through declarations of intent (LOI)
