Regional liaisons and learning communities

The first phase of the regional roadmaps (2023–2025) focused on scaling up learning communities and strengthening knowledge development within and across them. Regional liaisons began their work in 2023, and a seventh cluster joined in 2024, developing its own regional roadmap. Throughout 2024, the focus was on completing the roadmaps, including multi-year activity plans and investment agendas.

In preparation for a new round of research, a joint study was conducted across six regions to explore the role of learning communities in the hydrogen transition. The research highlights how participants develop within these communities and how learning communities help connect learning, working and innovating. This page presents the key findings and the two research tools developed as part of the study.

In 2025, strong regional partnerships began implementing their roadmaps as part of the Learning Communities as Drivers of the Green Hydrogen Economy call.

In 2026, five projects were launched to conduct practice-based research into learning communities, with the aim of strengthening the responsiveness of the ecosystem and reducing the time needed to translate new knowledge and skills into workplace practice.

We identify seven regions that broadly correspond to the Netherlands’ industrial clusters. In every region, one or more liaisons bring together consortiums made up of companies, educational institutions, and research organisations to fast-track skill development in their respective regions. GroenvermogenNL facilitates coordination between the regions at national level.

To accelerate the green hydrogen transition, fresh insights from innovations must be swiftly incorporated into education programmes and training courses to equip professionals with essential expertise and skills. Within GroenvermogenNL, innovation institutes and research institutes work hand in hand with businesses and educational institutions to make this happen. That takes place in learning communities.
